Resolution submission deadline is Sunday!
If you plan to submit a resolution to be voted on by the House of Delegates at September’s convention, you must submit it no later than this Sunday, June 12, for it to be considered timely.

The interactive submission form found online at www.ismanet.org/resolutionform will accommodate most resolutions. When you open the form, you will see a set of instructions, including an explanation of certain types of text that the online form cannot accommodate. Please read these carefully!

Next, you will see a question about whether your resolution requires any of the following, along with instructions on how to submit your resolution if the answer is yes:

  • Special text formatting, such as bold, italics, underlines or strike-throughs: If your resolution requires special text formatting, email a Word document of your resolution to Policy@ismanet.org. Do not also fill out the online form.

  • Citations to external references: If citations to external references are needed, email a Word document of your resolution as a separate background document to Policy@ismanet.org. You must still submit the plain text of your resolution using the form.

  • Whereas and Resolved statements: If your resolution requires more than 30 Resolved statements and/or 10 Whereas statements, this, email a Word document of your resolution to Policy@ismanet.org. Do not also fill out online form.

Before July 1, when resolutions are published for feedback and comments on the ISMA Pulse member engagement tool, ISMA staff will review resolutions to make sure they conform to the writing guidelines online at www.ismanet.org/convention. Staff may also provide authors with information about any related laws or current ISMA policies, if identified. Any suggested editorial changes will be communicated to the author for approval before resolutions are published. And, if a resolution would create a fiscal impact, the potential impact will be communicated to the author before a fiscal note is appended to the resolution.

Late resolutions
Any resolutions received after the deadline stated in the ISMA Bylaws (90 days before the House of Delegates meets at convention) are considered late resolutions. According to Section 3.020701 (c) of the Bylaws, late resolutions will be referred to the Committee on Rules and Order of Business, which will submit a report to the House of Delegates with recommendation(s) limited to the appropriateness of consideration of those resolutions. The report of the committee shall be considered in the same manner as any other reference committee report, and the House may accept or reject any recommendation of the committee.

The Committee on Rules and Order of Business will meet approximately seven days before convention to consider resolutions submitted to the committee, together with a written statement setting forth the reasons the resolution was not submitted by the resolution deadline and the reasons the resolution is of such an emergency nature that it cannot wait until the next meeting of the House.

Discussion on the floor of the House of Delegates will be limited to one speaker in dissension with the committee's recommendation. This discussion will be limited to the appropriateness of consideration and not the merits of the resolution itself.
