Indiana solicits RFP for managed care- expected to be $68 billion value
Indiana is undertaking an unprecedented Medicaid managed-care procurement that will shape how approximately 1.5 million Hoosiers receive care. ISMA is closely monitoring the process to ensure physician perspectives are represented on issues including network adequacy, reimbursement, prior authorization, claims administration, administrative burden and continuity of patient care.

Potential vendors are digesting what they learned at a pre-proposal conference for the Medicaid Managed Care Organizations solicitation, in preparation for an early November submission deadline. The solicitation is for a contract expected to be the largest in State history: an estimated value of $68 billion. The procurement combines all four major Indiana Medicaid managed care programs (serving some 1.5 million Hoosiers) into a single combined award structure: the Healthy Indiana Plan (HIP); Hoosier Healthwise (HHW); Hoosier Care Connect (HCC); and Indiana PathWays for Aging. The target date for an award recommendation is July 2027.

RFP 27-88343, issued in late August. Proposals are due Nov. 6, 2026, with an award recommendation targeted for July 1, 2027. It combines HIP, Hoosier Healthwise, Hoosier Care Connect and PathWays for Aging—roughly 1.5 million Hoosiers—into one procurement.
