In this webinar, Achenbach and Shirley will provide an overview of the history of the federal and state PHEs and what the “new normal” will look like moving forward. As the PHE unwinds, physicians will need to navigate this new normal since some COVID-19 flexibilities were made permanent, others were extended temporarily, and other flexibilities will cease immediately.

bout our speakers:

Grant Achenbach, JD, is an attorney and lobbyist in Krieg DeVault’s Governmental Affairs and Public Advocacy Practice. Grant has extensive experience in the health care lobbying space, joining Krieg DeVault from the Indiana State Medical Association, where he served as the director of Government Relations (GR). In addition to his lobbying practice, Achenbach practices law with Krieg DeVault’s Health Care Practice. His health care practice focuses primarily on regulatory matters relating to hospitals, physician groups, ambulatory surgical centers, and long-term care facilities. Achenbach’s connections with state agencies, officials, and payers -- rooted in his governmental affairs experience -- provides unique value propositions to clients as they seek to navigate Indiana’s legal and regulatory environment.

Brandon W. Shirley, JD, has a diverse knowledge of federal and state regulations. He has extensive experience with state and federal Medicaid laws, regulations, policies, waiver programs, audits, and administrative appeals, having previously served in top-level legal positions with the state. His practice extends to Medicaid-managed care policies, audits, and disputes.  Shirley has additional experience with Medicare and Medicaid pharmacy issues, including 340B drug pricing, telehealth and telemedicine; state and federal site surveys; Department of Health and licensure issues; and Federally Qualified Health Centers. Shirley specializes in Medicare and Medicaid fraud and abuse laws, including establishing arrangements that comply with the Anti-Kickback Statute and Stark Law. He has assisted clients facing qui-tam lawsuits, government sanctions, or with government investigations or self-reporting noncompliance. He has extensive experience assisting clients with implementing policies for and complying with corporate integrity agreements.
